I still have not installed BtS so I can only talk about vanilla Civ. All of the mods I've downloaded so far are in .zip format. After you unzip the files there is usually a readme.txt file that has instructions on how to install it.

Most often it is simply a matter of going to the Mods directory - this is right under the install directory and copying the mod files there.

There is a sticky thread on "How to create a mod" or something similar to that and reading it is a good guide on installing one as well.

EDIT: uh, also you will need to go to your user directory - that is the "My Documents" directory and then "My Games". Under that should be a Civ directory with a CivilizationIV.ini file. Open it with notepad and find the entry for Mods. Change that entry to Mods = path/your mod name

That's not necessary: mods need to be installed in your Firaxis\Civ4 (or \Warlords or \BtS, depending on what version the mod is intended for)\Mods directory. That should be sufficient.

Installing a single civ is a bit more tricky. I suggest checking the Tutorials section. There are a lot of "How to.." threads plus an Index thread.
