If you installed Civ 4 Complete then you don't need to worry as you are already fully patched. If you only have the original game installed (vanilla) the 1.74 is the latest. However I've heard of people having problems applying this to an unpatched installation so I recommend installing 1.61 first and then subsequently applying 1.74. The latest for the Warlords expansion is 2.13 and the latest for BTS is 3.13.

Although you might want to download the unofficial BtS patch. There's a number of bugs in the last official patch that Firaxis hasn't gotten around to fixing yet. Some of these were fixed by someone named Bhruic who made is own patch. You might avoid some serious bugs by using it. You can find it in one of the stickied threads at the top of the page.
