Just a thought i had and i don't know if it's been mentioned but seeing as the shadow is kind of an overarching civ for all evil it could still be split into a few sub civs with them all being in permanant vassel states to morgoth. Unless of course he dies in which case they become vassels of sauron.

Interesting, though i don't see a purpose... IF they are all vassals, then what is the point of haveing them be different civs?

it very much keeps with the universe. Many of these other peoples were civs in themselves event though they were still merely the outcome of morgoth's corruption. In many ways they were independent yet they still feared and served morgoth and later sauron.
Also it might make it a little simpler to defeat them. For instance you could defeat saruman yet sauron still lives.
