We'll have another Great Scientist in 3 turns. We can settle him in Arkadia, or we could use him to bulb a part of Education, when Paper is finished. We could also bulb Philosophy directly. What are your opinions?

I don't think we will win the race for liberalism but we are in need of techs to keep up so I say bulb philo.
