In my most recent game, i converted most of India's cities to Judaism and when i went to ask him to convert the option wasn't there. Why wasn't I able to ask India to convert? Oh and another similar question, is it possible to get someone to change to paganism, i was friendly with China and it still said that would go against everything we stand for, and if I could have that would have been nice so i could spread Judaism to them and get them to convert.

You can have another leader convert to a certain religion or civic only if:
- you are running it yourself
- the other leader has the right tech to do it
- there is no 5 turns wait problem

The AI will never adopt the base-level civics once they adopt something else. You can force them to change with a Spy, or you can switch to a better civic and ask them to adopt that.

Okay thanks for you answers, the Indians probably didn't convert because they just had a revolution and i should have changed to something else and had China do it just to get them off of theocracy or whatever it is that doesn't allow spread of non-state religions.
