Who is this Decius leader? I saw him unner like 3 civs since 32e. But I don't know anythin bout him cept he's neutral, etc. Who the hell is this guy?

He is a character in at least one of the Scenarios being added for Ice. We don't really know much about him yet. He is a leader of the Bannor, Calabim, or Bannor, but Nikis-Knight revealed that he leads only 2 of these three in the scenario. One of them is just there to throw us off.

Also, he isn't neutral. Well, not exactly. He technically starts as evil, but this leader will get an event that lest him select his alignment right after he finishes his first turn.

What do you mean stay Evil? Do you mean stay neutral?

He is given a choice of any of the 3 alignments. After that, his alignment changes with religions just like everyone else's

No civ has been added to throw you off. NK's words were chosen very carefully. They are 100% accurate, and at the same time all the more likely to confuse (though I dont think that was his intent).

Just give us the damn scenarios and quit the deceptions (yea, I know, current phase is Shadow, but still...). :(

There's not so much deception as a desire not to give false information. Kael puts things in the game as he prepares them for the Ice phase, like Decius, Lucian, Penguins, or scrub. But they aren't carefully explained not only to not spoil the scenarios for players, but also because anything is open to changing as they are being made.
They are put in the main game as teasers, but also so we can use the scenario ideas to enrich the random map experience, which will always be the core of Civ gameplay.

Ah, so I'm seeing a neutral Decius civ, and a mechanic he can use to subvert one of two(three?) enemy civ's, and become the leader of them. Depending on which you get, you start as that civ in the following scenario.

Definately a breeding ground for interesting mechanics. I'd be interested to see how it plays out.
