Is it just me, or are they half missing?

Seriously, all I have is the city bar atlas in my Civ 4 assets folder (strangely enough, I have full (I think) atlases for everything added in BtS)

I don't want to edit, I'm just in the process of making a massive civics mod and was wondering if I could steal interface buttons from the techs. Does anyone know where to look?

(hidden folders enabled and all... I have a sneaking suspicion they're on the CD)

Try using this utility (http://forums.civfanatics.com/showthread.php?t=136023) on the files ending in .pak in your Assets folder. All the files are stored there.
