The title will make sense soon. Very soon, but in a humorous way. No offense to Sid Meir of course, just a slight friendly joke about how amazing it is you created such a gaming legend!:)
Now, before I begin I will explain the 'scenario'.
I changed a few civs to new ones. Some were for various reasons (IE I replaced the Byzantines as I just didn't like them in my game with Rome and the Ottomans). I replaced the Dutch with the Swiss as it was an easy change. Now with these changes game new cities, possible trait changes, new scientists/generals, etc. No new graphics mind you, UUs kept their names. It's a minor flavor change, with some new civs to shake it up a bit. At some point I will change the graphics, but this is kinda of a shakedown cruise. Perhaps to see what civs people might like added.
Summary of new civs and their inspiration.
Nehekara: Based of Tomb Kings from Warhammer
Bretonnia, Empire, Realm of Chaos: Warhammer fantasy
Ulthuan: people called Asur in the game, but they are Warhammer High Elves
Sith: Obviously Star Wars
Switzerland: Just because I love the Swiss. Plus, it felt wrong to have a non-Swiss civ with a "Swiss unit" even if they were mercenaries.
Wisconsin: My home state. Included for humor. I'm using the current governor as leader (regardless of political views, I just wanted to do that to avoid political arguments).
Hell: Kinda inspired by a crazy story I've been reading about a war between Hell and Earth (though we are winning easily). Included for some humor.
Kobol: Battlestar Galactica
I will include more random real world entities, or more mythological entities. So please chime in with new ideas for civs! Keep in mind I intend to keep some real world civs in the game (Rome and India especially, although for different reasons).
game details
I will be keeping this on easier difficulty levels, as I just want this to be a smooth sailing game.
Rhye's Terrain is being used, it is a favorite of mine, so he deserves credit for his work. When I get around to doing graphical changes, I will convert to vanilla graphics.
Victory conditions: Domination, Space Race, Cultural.
Culturally linked starting locations.
20 civs total, which includes mine.
My civ was chosen randomly, and I intentionally made all the 'fictional' civs AI. I chose *all* the AI civs mind you.
On to the story
Catherine saw a blinding light and suddenly she was at a table with people she did not really recognize. The table was a semicircle... and if you located what would have been the center of the circle was a balding man of no significant stature. Nobody spoke, not even her, it was if they were transfixed. Perhaps this was God's chosen image, who knew.
He spoke "I am Sid... many of you have been chosen across space and time. Many of you were great rulers of your cultures. Some, will be debated about for eternity." This caused many of the people sitting at the table to look annoyed, automatically wondering if that was an accusation upon them, "However I have decided we must find out who was the greatest ruler of them all. Some say you were benefactors of your circumstances, others say you were great. Some say both ideas are true."
The various leaders looked at each other, confused. Already understanding what they had to do, if at least to a degree. Sid continued "I am leaving you all with the same resources. You will be placed in charge of a people much like the ones you were leading in your lives. You will be scattered about upon a new planet. To add to the challenge, there will be new cultures that did not exist upon your world. I even will lead one people, who were part of another culture that will be contesting the title of greatest ruler, to be on their own as a small joke. None of you will remember your world, you will only have an understanding of your people and how to lead them, so your knowledge of history will be rendered void."
Catherine nodded at the last bit, as it would explain why nobody looked familiar. Sid had continued stating they'd be immortal rulers, and if their people were conquered and vanquished only then would they perish. Their people were their lives. She smiled slightly, such motivation could make more rulers be better rulers indeed. She looked at the table, which was of an unusual material and saw her reflection. She grimaced, she could at least have been allowed to look like what she did in her youth.
As the other leader disappeared one remained. His Infernal Majesty looked at Sid "Now we enter the contest for your soul, an unusual contest chosen for your contract to be the greatest game designer." Sid flinched, but he knew that he could trust that one of the many great leaders of humanity could triumph. That was the bet, if a real world leader triumphed, Sid would be free.
Later Catherine found herself with nomads who spoke her language, although it never occurred to her that everyone had seemed to understand "Sid". Amongst the group of nomads were men who would scout the land and tell her what she could expect. In no time she understood her surroundings.

Catherine was content, this seemed like a decent place to establish a settlement. Soon the population began training its first defense force while the scouts continued to explore the land.

Soon word game wondering Phoenician nomads had been amazed by the scouts tails of the glorious city of Moscow, and had decided to take up Russia's banner. Russia now had a second city, one on a coast no less. Though there was a distance between St. Petersburg and Moscow, it only mandated settlement of the fertile land between the cities. At the same time, the first unit of Spearmen had been trained and were ready to defend Moscow.
