Think of this as a case where you have several riflemen who could use city garrison promotions to protect a newly captured city. Your enemy, though, has a giant stack of doom of obsolete units next to the city tile, ready to attack it next turn and recover it. Will City Garrison promotions work?

You do not get cultural defense with a city in revolt.
Terrain and Promotions will work afaik.

I think they work. Think about when the human player uses a spy to put a city into revolt, the defenders still get the city-garrison bonus and the attackers still get the city-raider bonuses, right?

I don't really pay attention to those stats I just look at the combat odds. :lol:
