I think it would be cool to have a scenario post-spaceship.
The theory is that a civilization/government that got a colony in space, with reasonable space-travel time would experience increased economic, scientific, and population output. Raw materials from the colony world, even with a 10 year delay time, would seriously tip the balance of power back on earth.
Please, no economic analysis of this last paragraph. I know it's an oversimplification, so, remember, just a game.
Anyway, what if multiple civ's got their spaceships to the colony planet at about the same time? Now there's going to be a "colony race".
You could have a mod where you don't actually interact with the colony world. Instead, the colony world simply represents some input stream of beakers, gold, and hammers applied to all cities divided by population. Cities can build "multiplier" buildings that give city bonuses to the colonial resource streams. Tech advances and wonders increase the raw output of the resource streams.
The "fun" of this game comes from dividing up the world and going to war against the other space-faring nations.
As an example, I just got done with Earth-18 civs. Picture three big civs (in my game, the big 3 were the Russians, the Chinese, and the Americans). They all have access to the "colony resource streams" and the other 15 don't. Very quickly, the "big three" are going to be way more powerful than the others and a "land grab" is going to follow.
After that's over, the big three are going to have to face off.
Victory conditions:
1. Space Race: first civ to build a teleport gate to the colony
2. Military: first civ to conquer the others (duh)
3. Diplomatic: build "star council", get elected chariman
I was also trying to think of something for the "peace-mongers" so that they don't have to fight for the "land grab". Maybe, if it was a mod and not just a scenario, you could have peaceful ways of "absorbing" AI's that you have a good relationship with through diplomatic/economic/cultural means.
