Whether or not people want to admit it, false flag operations are a major portion of not only American history (most recent) but most of the world's history. From Roman emperors driving the fear of "barbarian raiders" (drunken/disguised Praetorians) into the hearts of the Roman citizen to justify complicity for aggressive wars through Hitler's Reichstag Fire, to the Gulf of Tonkin and the USS Maine off of Cuba; some of the CIV represented empires have had their entire futures altered by false flag ops.

Why are they not present? Not only is it more realistic, but it's also a very important historical lesson.

It would be an interesting dynamic to have a spy use EP points against another civ but in one of your own cities. You could destroy a building, or sacrifice population and earn -% war weariness with that civ.

That would be pretty cool... EPs don't have a lot of direct combat application outside of starting a city revolt, but they could be modified to give you the ability to run disinformation campaigns--when you're moving your stack of transports into visual range of enemy shores, your spy can pay to sow rumors about where the attack is coming from, a la D Day. In-game effect? Enemy AI sees two identical SODs coming from two different directions, but one disappears the next turn!

^^^ That is a good idea as well. However, I was referring to "false flag operations" meaning a government or members of a government falsify an attack on their own country or interests to mobilize their population for a war that wouldn't have been accepted before hand. Hence the spend EP points to hurt your own city, but get a chunk of % war weariness to be nullified for the target country.

This is a nifty idea, but I think it should have serious consequences.

1. If you fail, you could have several cities in revolt.
2. Even if you succeed, there should be a strong chance that n turns later you will have a very mad (but not revolting) populace (to represent that they eventually found out)

Very true. And the likelyhood of another false flag working in X amount of turns is reduced by 50%. Although, it would seem like some countries' populations, ahem, forget very easily the crimes of the past.

Consider it part of the machanics behind the Police State civic, one of the reasons your war weariness is lower.

Very good call. I would kinda like to manage it, though. Perhaps a mechanism could be used to make your Friendly civs have a diplo hit with your target like "Your uncivilized behavior cannot be tolerated!" - 2 relations

Well, given that there are no "just wars" in Civ IV ( all wars have the same effect on people :mad: ), false flag could only affect diplo stands ( like in SMAC ). I would like to see some sort of it.

That would be such a huge exploit for the human player that I wouldn't even want to consider it for the game.

In BtS 3.17, WW is so low that it wouldn't be relevant except in extreme circumstances.

Zanny conspiracy theories aside, I think that it would be cool to use your spy to generate a false flag attack. The main benefit being that it would activate your defensive pacts.
