I see that we have around 59 members registered. In each of the votes, how do we decide when a decision is reached? Is this purely a time thing, or do we need a certain percentage of voters to have voted?

I think that the latter won't really be workable, but its worth raising anyway. :)

Just do it like in reality: announce that a certain poll is going to take place, make the poll and give it a time limit. Anyone who doesn't vote within the time limit is considered neutral (abstaining from votes is also your right in democracy).

The polls made by different departments are not binding, as far as I understand. They serve as a reminder to the president what the populace wants, with the possible added recommendation of a department specialist. Anytime the president starts to play, everybody who has not voted yet has just missed his chance of participation.

Thats about it :) If no one seems to have voted then the game could be delayed but usually just a few votes are needed and some replies.

I agree with DaEezt: it would be nice for there to be a "Poll closes dd/mm at hh:00" in the initial message

Interesting, so you can go to jail if you don't vote? Compulsory Democracy, now there's an odd thought
We've always just had a time limit on the polls. I agree those limits could perhaps be spelled out a bit more clearly, especially now that we have more members than we ended up with at the end of the last game. I'm not sure I want to get into hard and fast rules, however. A more free-flowing general consensus approach seemed to serve us well last time :)
