I bought civilization 3 and when i tried to install it onto my Windows 98, it get through 49% of the installation, and it tells me that it cannot find data3.cab. I try to install it onto my other Windows XP computer, and it works perfectly.

Why can't it be installed onto my Windows 98, and how can I get data3.cab?

The only thing I can think of is that Windows 98 is a DOS based operating system, and because of that it doesn't understand memory addresses past a certain file size. Windows switched from DOS to NT all the way back in Windows 2000/XP which allow for larger file sizes. data3.cab is probably larger than what Windows 98 can understand, so the installer just tells you that the file doesn't exist. Unless I'm wrong and there is a solution, you're out of luck.
