EDIT: If it's not clear, Charlemagne somehow has a galley on the coast, this island is completely surrounded by ocean tiles and I'm the only one with cities there..

Check he doesn't have astronomy. All ships can cross ocean tiles once the civ has that tech.

Actually, now that I think about it...
Is it possible that his galley got kicked out of Alexander's land (NW, see map) and this was the nearest available coast tile?

Theoretically a galley can be teleported out by loss of open borders and end up on an otherwise inaccessible island - I've seen it happen once. It looks a little unlikely on this map though. It would have to be the closest tile that wasn't either ocean or in the closed borders of a civ.
