This mod adds an "Idle" city building assignment, available from the beginning of the game, for the rare occasion that none of your available build options are useful and you can't build Research or Wealth. It's simply a convenience, with no impact on game balance that I can think of, as all production is wasted. The city governor will obey the focus you've set for that city but will automatically avoid working production tiles.
Idle Cities can be played as a mod, or as a module by moving the Assets\Modules\IdleCities folder into the Modules folder of another mod.

Useful, thanks for making it. I've often wished for something like that when my economy is hemorrhaging gold, and I can't afford to make any units.

This is really an oversight which has perplexed me ever since Civ4 came out. It's not like production is ALWAYS in your best interest!

Would it be possible to make the "Idle" build order give a small "We are enjoying our vacation" hapiness bonus?

There are no useless buildings and there is no city maintenance for having more buildings... so "Idle" would be no different then working on a building you could care less about.

Probably, but I'm not interested in changing gameplay at all.
There are no useless buildings and there is no city maintenance for having more buildings... so "Idle" would be no different then working on a building you could care less about.
The difference is simply that much less micromanagement.

Playing Marathon games I have had many occasions where I have not WANTED any more units (desire to keep the slider at 100%, and do not know the techs required to build any buildings I do not yet have. Thus this is a fine option in that case.
