Whenever I play a game and either discover a new civilization or technology, the screen becomes white and then the graphics garble up. I use world builder but in the past this issue has not occurred and it happens time to time. Is this a random bug or a fixable glitch.

sounds like a hardware issue - what graphics card do you have?
