I've noticed that, even in the late game, even if you own the entire continent and your enemies are contained by your military, people in your cities demand military protection. And military costs.

What about a police unit? A unit with inexpensive upkeep, a weak defense rating and zero attack rating that essentially just exists to keep your population from its endless whining about protection and the unhappiness that it causes?

I can't claim any credit on whatever mod springs from this apart from the idea, since I do not have the coding or art skills necessary (more like no art skills whatsoever), but if someone were looking for a project, it might be an enjoyable way to pass a day.

I know rabbit, white did a riot police unit a while ago here (http://forums.civfanatics.com/showthread.php?t=168592)
I dont know how to make it do what you want to do, but I know it probably could be done

That would be great! If you can spare the time, it would be most appreciated! My borders of self-reliance with artwork modifications ended at CivII - anything in 3D and I'm dead. I've actually been trying to find someone to do a worker replacement unit for the future era (it's why I joined the boards, for the most part), so if you're looking for a little side project, just let me know. Well, I'd be happy to knock up some XML for use with White Rabbit's unit (linked above). :)

And, what sort of worker replacement? If it's mechanical, I'll be struggling, but anything humanoid and that's fine.

You may want to consider a police headquarters building that quells the military protection need and provides some other side benefits (additional happy, doughnut stores +1 commerce, etc). It doesnt nessesarily have to represented by a unit.

No, you'd need to add an attribute to allow it to block the "unsafe" effect.
