Was wondering if this would be possible to edit into the worker command.

Build Monument

What is it?

Much like Build Fortress, it builds an object in a tile, only the monument produces small amounts of culture for the civ that has it within its borders (cannot recieve any resources from the same tile however).

Possible to customise the workers to be able to do this, or would it (as I think) require to much hacking about in the actual game code?

I beleve it is impossible to add new worker jobs in civ3 via Civ3edit. Even if yoused a hacked version it would have unpredictable results in the game.

There's no way you could add a new worker job period. That's something that would have to be hardcoded.

you could rename an old worker action like "build mine" to "build monument" .Then find the file called "terrainbuildings" in the folder civilizationIII/Art/terrainand. If you change the mine image (or whichever u want to change) to the monument image it mill show that in game. I have done a similar thing in my MesoAmerican mod where "build mine" is now "buil temple" and an aztec temple is build giving bonusses.

NB// u must back up the files u are changing firts and must open up the "terrainbuildings" file in Paint shop pro and must "save" not "save as" or it wont work. Good luck :)
