Can anybody guide me to a link which tells me what all the tags mean on the xml files especialy the CIV4LeaderHeadInfos.xml tags.

There is no such link i am afraid.

The closest thing there was, was the Civ4 Modding Wiki, which is unfortunately dead.
You can try to look at what is left in the Web Archive (Painfully Slow)

Luckily, most of the tags are self-explanatory however.

There's a new wiki up and running out there (http://civ4.wikidot.com/start).
Also, you can figure most of the tags from anion reference booklet.
