Civ4 and its expansions get patched on Steam. Sometimes takes a couple of days though. So Col2 should as well.

on the other hand, I've gotten the Steam version BTS 3.17 patch before I've seen it talked about on this site. It, unfortunately, broke the FFH mod I usually play but since I've unchecked the box in steam that keeps the game up to date with patches and instead will let Steam patch when I am ready.

Also steam will automatically patch the game if you reinstall it or install it to a different computer...

with upcoming Steam Cloud that is supposed to synchronize save game across the computers it gets even better.

Does anyone know if the Steam version still has SecuROM on it? I know Bioshock did, but I'm not sure if it's true for every game.

it is true for games that come with securom if you buy physical media, such as Bioshock. Steam version of Civ Col doesn't have it.
