Don't know why I'm getting that count. It's true I have a single cannon, but I don't have two militia soldiers! The only soldier I have is a veteran one, the one I started with, which is working as a farmer (hence the 50 muskets available and the fact he's not being counted) in one of my settlements.

Oh, wait. Seasoned Scouts might count as militia, I guess.

Yes, that was true for me too - Scouts count as Soldiers.
