I can not for the life of me figure out how to do it?

I have the neccessary buildings but I cannot upgrade my cannons or build new artillery. THe civ-encyclopedia states you can, or am I reading it wrong?

I must be missing something or is this a bug or flaw?

You don't say what the necessary buildings are -I assume you mean the Armory.

I don't think players can build artillery :( . (I've never been able to.)

The Civilopedia has some contradictions within itself, so perhaps we need to wait for a patch.

If you mouse-over an artillery it says you need a magazine in addition to an armory I think. So building those basic buildings opens up the option of building artillery.

If that somehow does not work then I do not know, I never needed artillery. :)

You cant make artillery. The King can, but he's not going to share :p
