How can I access Austria on the Civilization III Conquests editor?

You cannot directly access Austria. Unless you are talking about 8 Napoleonic Europe.biq

The art files for Austria are included in Conquests but in order to use them in the game you have to manually replace one of the civs with Austria (or download a mod that has dome this)
