Vista PC, new install. The game works but I have to cancel out of a few messages that tell me the voice capture device selected was invalid or something to that effect.
The option is unchecked in the options but I don't know what XML to edit to resolve this.

I have the same exact problem on my Vista machine but I don't know how to fix it either... sorry. :(

I get this with all Civ games on one of my computers. I have to click 3 times to remove the message.
A techie friend of mine said it was because Vista expected more of the sound card.
The games play all right - I get sound effects as well.

You need to edit your CivilizationIV.ini file so that it contains the following setting:
; Enable voice over IP capture and playback
EnableVoice = 0
(You'll probably find it currently has EnableVoice = 1).
The file will probably be somewhere like ...My Games/Sid Meier's Civilization IV Colonization/CivilizationIV.ini depending on your settings. Make a backup before editing.

New (64-bit) Vista PC here too-- had same issue... BUT
Mr. Mike's solution worked like a charm.
Found CivilizationIV.ini files for Vanilla, WL, and BTS at:
C:\Users\<username>\Documents\My Games\Sid Meier's Civilization 4
C:\Users\<username>\Documents\My Games\Warlords
C:\Users\<username>\Documents\My Games\Beyond the Sword
All had "EnableVoice = 1." Change to 0 and no more annoying message about voice capture at start.

I have three Vista computers and this problem occurs in Civ IV BTS on only one of them. It is the only one running Vista 64.
