Well, kinda minor. I found one of my missing discs and have finally reinstalled Civ4/BTS and patched BTS to 3.17.
Main problem is I can't change Civics or State Religions. The menus open up, but it won't show the descriptions and the only button there is "Cancel". No "Change Religion" or "Revolution" or even "Exit". Those are the only two advisors that have that problem.
Other than that, there are several TXT_Key_xxx deals, such as when it should say "Saving Game..." and Mao's name, among others.
Anybody know a way to fix the issues?

Can you post a screenshot of the advisor screens that have the problems?
Regarding the TXT_key thing: Are you using a version of BTS with the same language as your OS? Some people have had problems with that when they have a US version of BTS installed on a Korean version of Windows XP.
BTS 3.17 is the latest version of the patch. For vanilla civ, the latest version is 1.74. Did you upgrade to 3.17 using the in-game updater? If so, it may not have actually installed 3.17 - you can try installing the patch as a separate download.

I installed as a separate download, but I could always attempt it again.
I'm running Vista Home Premium, if I remember correctly, and so far as I know it's in English...
I'll load the game right quick to get a screenshot.

wow, weird. The advisor screens problem has got to be missing/corrupted files during the install. I would try uninstalling BTS and Civ IV, doing a drive cleanup and defrag, then reinstalling Civ IV and BTS.
That could be the issue for the txt_key thing too, but I am not sure.
You said you are running Vista - so when you do the reinstall make sure you are installing with administrative privileges.

Apparently all I had to do was uninstall BTS and patch Vanilla to 1.47, then reinstall BTS and patch to 3.17. Game works fine now. Weird as hell I tell you.

Awesome. Glad it works now. It probably had nothing to do with patching vanilla to 1.74. I bet simply reinstalling BTS would have done the trick.
Anyway - doesn't matter now - happy civ-ing!
