If you open the save game attached you'll notice that the domestic advisor's trade screen doesn't function anymore. This happened at some point during gameplay, but I'm not exactly sure when. Could it be the abundance of trade units?

Specifically you cannot click on any of the transports (except the one trade route that is active). Therefore you cannot change any trade routes from this screen.
