How about if revolutions occurring during the.. first 1/2 of the game (while there is still un-settled land) have a decent chance of spawning units + settlers instead of attacking the host? This would match the Gallic and Germanic migrations well.

Revolts do spawn settlers under some circumstances when there's enough room now! Multiple cities have to revolt for this to happen currently.

I'm planning on adding an option for early revolts to simply leave a city, cutting its population but avoiding war.

I'd think it would be appropriate to have a pretty low threshold for this in Ancient times while there is still land o plenty, esp while still in the "tribal law" sort of primitive civics.

I had a similar interesting idea, one that could hit around the age of discovery. You could have cities that are are or are almost revolting simply leave by getting galleons loaded with settlers and heading for the new world, especially if part of the reason for revolting is religion. It would work best if they would agree to be your vassal, simulating the charters that were given to private groups to colonize the new world during that time period. If things with the revolution are really bad though, they could simply leave without permission, although I'm sure the war would continue.
