I notice the current version allows a minimum city distance of 3 even though the expanded city radius is used. I was used to minimum 4 from Visa, which I thought was better. Where can this be modified? Is 3 intentional?. Is the expanded raduius standard in WoC? I don't see anywhere it can be modified.
