Where can I change how much Great Generals cost, and is there a way to add in another unit that uses a Great General-like Emergance?

For the "cost" look into GlobalDefines.xml - GREAT_GENERALS_THRESHOLD and _INCREASE
About adding another one... I think it's a SDK thingie, because you would need to add another XP-points and/or threshhold counter.

ahh, thanks for the help. If it's SDK, then I won't be able to add in a soldier that I wanted to "pop" like the great general, unless someone can explain/help me with SDK, seeing that I've NEVER dabbled in it to this date. (If it helps, this is for Civ4:Col)
