View Full Version : Senate Poll - Change to Constitution
Bill_in_PDX Aug 22, 2002, 11:14 AM SENATORIAL POLL FOR CHANGE IN ARTICLE I OF THE CONSTITUTION
Do you support the changes in Article I of the Constitution as detailed below?
All Senators (Governors) should reply with a vote of YES, NO or ABSTAIN.
Changes are in bold
ARTICLE I. The average of the number of votes cast in each of the most recent contested elections shall constitute an active census of citizens. The highest vote total of these elections shall constitute a full census (the Congress). A majority of the Congress shall be required to amend the Constitution. A 2/3 majority of the Senate shall be required to ratify said amendment.
Implementation: This poll is part of an overall bill requiring changes to the Constitution, Code of Laws and Code of Standards. No individual element will be effective until all elements are passed. As a result, implementation of this element will not occur unless all elements are approved.
Poll particulars: This topic was discussed in this thread: http://forums.civfanatics.com/showthread.php?s=&postid=444111#post444111
This poll will remain open until passed or defeated by the senate. Passage requires 7 YES votes. Defeat requires 4 votes of anything other than YES. The ABSTAIN option is included as a courtesy but it should be noted that the effective result of an ABSTAIN vote is the same as a NO vote in this poll.
FionnMcCumhall Aug 22, 2002, 03:56 PM Didnt we vote on this once already? If its the same one from before than my vote stays the same YES, if not its still YES :)
BCLG100 Aug 22, 2002, 04:38 PM yep i thought we already voted on this never mind YES
Stuck_as_a_Mac Aug 22, 2002, 05:00 PM we did, but YES
donsig Aug 23, 2002, 06:27 AM Do I dare post here?
C'mon guys. You did not vote on this already. This is a new proposal.
I guess I shouldn't be so upset. I should thank the senators for basically proving I was right all along - they don't know what they're voting on!
Ban me if you must but please don't remove my post.
Since you have a very good point here, I will leave this post on the condition that you do not post here again. Feal free to open up a discussion on the effectiveness of the senate if you like.
starlifter Aug 23, 2002, 02:09 PM Who, by name and by position, is allowed to vote in this? They should be listed in the first post so we can all see who has and has not voted, and who is what.
What is the read writing in Donsig's post for? Did someone edit that into it (presuming so)? If so, who? Why would Donsig be banned? Isn't he the President?
Hehe. That was me with the red:), your friendly neighborhood moderator. You should probably check out our laws (http://forums.civfanatics.com/showthread.php?s=&threadid=29889) to get your answer. It is very hard to get banned here, even for donsig.
chiefpaco Aug 23, 2002, 02:15 PM The names idea is very good, Starlifter. BTW, please join the game if you haven't already. I appreciate your fresh views.

I know many experieced Civ 3 players probably already know some of that stuff, but new people like me have no idea yet, and I'm guessing most people would not mind a memory aid for an public roll call vote. :)
Almightyjosh Aug 24, 2002, 01:56 AM Gat the hell out of the Senate office ALL OF YOU!!! I'm going to hire some guards.
I vote YES on this amendment. It goes hand in hand with the last one and would be very easy to confuse if you had not read all the MANY pages of discussion in full.
Frankly Donsig, I find your attitude quite offensive. We do not question your basis for voting at every turn. The senators do read the proposals before them and universally understand them. For God's sake please stop interuppting our legitimate votes by questioning everyone who votes against you. I'm sure that if this proposal was going your way we would not have to suffer these CONSTANT intrutions. Please push your personal agenda in an approprate thread.
FionnMcCumhall Aug 24, 2002, 08:24 PM Well said Almightyjosh
Bill_in_PDX Aug 26, 2002, 03:17 PM Judge Advocate note:
This poll has not passed yet, and stands at 4-0-0 in favor of passage. Three more governors must vote in favor to achieve approval.
The people have passed their side of the ammendment in this thread: http://forums.civfanatics.com/showthread.php?s=&postid=452159#post452159
Bill_in_PDX Aug 28, 2002, 09:54 AM Judge Advocate note:
This poll remains stalled. If it is not passed by Sep 1, my judicial opinion would be that the new single governor can place the pass/fail vote.

Chieftess Aug 28, 2002, 12:54 PM I will try to pm the governors... :) It doesn't mean they'll be able to respond by Sept. 1st, though.
Chieftess Aug 28, 2002, 01:03 PM So far, here's who voted:
FionnMcCumhall
StuckAsAMac
BCLG100
Now to find the other governors... ;)
FionnMcCumhall Aug 28, 2002, 01:16 PM you forgot josh CT
Shaitan Aug 30, 2002, 07:05 AM If this Vote is still undecided when term 1 begins, the new Senate will take it over and it will be decided by the single Senatorial vote.
Bill_in_PDX Sep 01, 2002, 04:14 PM AlmightyJosh, as the only Governor now in power, do you continue to vote YES on this issue?
Judge Advocate
Almightyjosh Sep 02, 2002, 05:29 AM I haven't changed my mind, so...
I vote YES
I love doing this.
Bill_in_PDX Sep 03, 2002, 11:05 AM This measure is passed by the Senate. Having previously passed with the congress, this change is will take effect if the attendant changes to the CoL and CoS are passed.
