Neptune has rings and moons.
General consensus now is that a large impact on earth created our moon. The rings around Saturn where probably created by an impact on a moon. There are other planets with multiple moons, so yeah, it could be possible.
If a 'disproportionately large moon' would gravitate the debris... you'd have to computer simulate that.
