Can only load 2 compare 6 of Pirates?

not sure. think its to allow the pirates to have distinct Piracy units.

Whilst on PRIVATEER topic though, I'd like to see Privateers to have a 10 or 20 or even 30% automatic withdrawal chance, reflecting their speed, skirmishing, and general piracy activities....
