Are there any programs that count the number of strategic resources in a save game? I just played a game that only has 4 coal to 8 civs. The number of the earlier resources seems to be okay but coal is not plentiful. If I could count the coal or oil squares before I play but after I generated a map I could tell if it is reasonable. I can't use the "start in era" option in the editor because I already created a save game. And since I use 1.29 the "multi" method doesn't work.

Download the Civ3 multi-tool by Gramphos in the Creation & Customization/Utilities thread. It has a save game editor that can reveal the map and tally the number of each resource on a map.

Aren't the number of resources dependent upon the map size and pretty much the same each game? I've had times where one civ was able to nearly monopolize one resource or another but never haven't had enough for everybody. Otherwise, what's the point of the appearance ratio in the editor?
