every scenario I start with is the same, one big grassy plain with one pop city and non resources. this an error?

The big grassy plain is a dummy screen which the FfH team have used for loading the other scenarios. (I suspect it is grassland and has no resources to keep it's overhaeds minimal)

Having done this before myself, make sure you click on the button beside the scenario, not the scenario description.
