Budget
I think I may have to be a bit restrictive with the budet in the early going. There is a budet thread provided in the government forum here (http://forums.civfanatics.com/showthread.php?s=&threadid=29893) where requests can be made. However, without goals so far, it may be too difficult for me to assign funding to any department. I guess I will probably reserve our funds for trading (including tech trading), military upgrades, establishing embassies, and any pacts that we need. I am not one to hoard gold because I think that often opens us to lose more by threats and barbarians, if they should come.
Wonders
I wish we could build all the wonders. Unfortunately, on Emperor, I think we will have to carefully consider what, if any, wonders we wish to build. I want a very low risk of wasting shields and I want a high payoff for any wonder we make. Discussions on this shall follow when we have established a strong footing first.
City Density
It is important to carefully consider city placement and I have already started a thread on it in the citizens forum. I feel we shall have to build rather densely to form a strong home province. If the land is giving, 2 or 3 spaces between our cities at most would likely be my preference.
All of this is open for discussion, of course. This is by no means "how things shall be done".

disorganizer Sep 02, 2002, 03:04 AM We should start discussing the provincial plan which we want to use from the start. Pure geographic borders, but with which city-count? Will we enlarge provinces later and start with small ones, or will be start building them big from the beginning?
Shaitan Sep 02, 2002, 06:28 AM I'd be happy with city states for the first 3 cities then expand each of these as more cities are acquired. This will get us a workable senate quickly and is also a realistic way for the provincial governments to grow.

chiefpaco Sep 02, 2002, 06:57 AM A thread about wonders is coming some day. I'd like to get solid footing in the game first. I'm not convinced we should be building wonders when we have fewer than 3 cities.
Chieftess Sep 02, 2002, 07:03 AM Right, I agree. We don't know if we're on a pangaea, or island. The Great Lighthouse can help, but if it's a continent or larger landmass, it's out of the question. Just the reverse for pyramids. We would need more than 7 cities for it to be effective, otherwise, it's a waste of granary shields. The Great Library might be good, but what if we're the only civ on the continent? (unlikely with 16 total civs, of course). :)
Chris85 Sep 02, 2002, 10:09 AM I think we should start off with City-States then progress to a larger province after we have several cities.
With wonders I think we should go for the Great Library first; then try for the Great Lighthouse, which is going to be difficult to get; and I think we have a good shot at the Hanging Gardens. :)

As Domestic Deputy, ;) I will try to guess at what type of world we're on. We are pretty far north, and I don't see tundra in our region, so this gives us a clue that our world may be warm. (less ice, more Jungle/forest/desert) Depending on the resources we find, that will give us a hint as to whether our world is arid, normal, or wet. My guess is normal or wet. The age looks to be somewhat rugged with the mountains and hills.
World Size: huge
Landmass: Atleast continents. We have met the Aztecs early on.
Climate: Warm
Temperature: Normal most likely.
Age: 3 billion? 4 billion?
Barbarians: No guess as of yet.

Since the Domestic Dept job is big, and since I hope to get more involvement, I hope to let Chieftess (Domestic Deputy) take ownership of the Provincial Borders area and encourage her great work to continue on Domestic Affairs assessing.

chiefpaco Sep 09, 2002, 07:57 PM It is with my most deepest regrets that I must forward my resignation as Domestic Advisor for Term 1. I very much enjoyed helping shape the early beginnings of our great (well, 1 or 2 city) nation.
RL has crept up behind and grabbed me. Unfortunately, it didn't find me until after the elections were finished and I was already elected. I tried to give it a go but it's a bit much at the moment. I will definitely not be able to keep up to my leadership standards over the rest of this term. So I thank my colleagues for working together with me and the citizens who supported me. I'll still be around as much as I can and hopefully things will settle down so I can contribute more in the future.

Well, bummer for us, good for you that R/L has become the dominant force in your day. We will miss your constant input and your Leadership. I hope you'll still attend an occasional turn chat.
I would think that Toasty would get the Deputy spot and then if Chieftess didn't want to give up the Presidency for the Domestic Dept. Leader, Toasty would become the new D/L.

According the CoL, when a leader vacates, and the deputy is unwilling to give up his/her current position in favor for the new one, the President appoints a new leader, who then needs to be approved by a majority of the council.

Our landmass seems to be growing, judging from the amount of time it took the Japanese to reach us (about twice as long as the Aztecs). If we are on a coninent, I'm starting to think that it's rather empty, with a few nations on our continent. So far, contact has been made from the SSW, and the W. Due to culturally linked starting locations, it seems as though we are on the edge of a cultural area. That is, the Japanese might have China and India, the Aztecs might have America and Iroquois. We almost border these nations. If we are on a panagaea, then the other nations (England, Rome, France etc. - we're starting with 15 other nations) must be somewhere to the east. It's still possible that they could be stuck on another island just off the coast. (I've seen that happen in a game I played).
The sparsness of nations is both positive and negative. While our contacts might be rare, we have a great source of land (food and resources) surrounding us. We should have no problem expanding.

Shaitan Sep 11, 2002, 09:14 AM Yes, he had to do it, but the other way around. He was Domestic Leader and VP when Grey Fox resigned the presidency.
A note about voting in the Council Vote - as our rules prohibit a single person voting twice on the same measure, you will not be able to cast the tie-breaking vote if it comes down to that.
