According to the constitution all citizens of the Dgame make up the legislative branch, the Assembly. As it stands there is no official process for the running of the Assembly. I call for a discussion, open to all citizens, for the adoption of an ammendment to the constitution laying out the process.

Article F. Legislative Branch
The Legislative Branch is formed of the Assembly.

The Assembly is made up of all citizens, and is responsible for the creation of new laws and Amendments. The Assembly will present all such proposals to the Judiciary for review.

The power to declare War is given to the Assembly, as is the power to Declare Mobilization.

Code of Laws Section F.1 Declaration of War
To declare a war, the Minister of Foreign Affairs will create a normal poll for the Assembly. If more than 50% of the voters, not counting abstain, support the declaration, war can be declared.

Code of Laws Section F.2 Declaration of Mobilization
To declare Fanatikos in a state of Mobilization, any citizen may create a discussion thread about it. After more than 48 hours of posting, but less than 96 hours, a vote about the Mobiliztion shall be called for by the President, in the form of a Public Poll that will last 48 hours. If there are more votes in support of Mobilization than opposed at the close of the Poll, Fanatikos is to be placed in a state of Mobilization on the decided turn.

Here are a few questions to start the discussion-
Should there be a Speaker/Leader of the Assembly?
Should the Assembly be held in online sessions (IRC) or in an open forum thread?
Lets get these questions answered before we move on to a more in depth discussion.

1. Sure, we can have a Speaker of the Assembly. I nominate Lord Civius.

2. I think an open forum thread would be better for the entire Assembly. That way everyone can participate at their leisure. No schedule required.

Thank you for the nomination Cyc but I'd like to have an ammendment laying out the legislative process before a speaker/leader is chosen. Let us see what the rest of the citizenry have to say about the running of the legistative branch.

As far as the Amendment Process goes, I've seen quite a few proposals.

First a discussion thread is opened by a concerned citizen, such as the one opened by civplayah. Any citizen may post in this thread their opinion on the issue. Just as any citizen may try to write a portion of, section of, or the entirety of the amendment. Everyone working on the project should work together, of course, even if there is a lead person for the proposal.

Once all the nuts and bolts are in place and the general concensus is that the work is done, a final proposal is posted at the end of the thread. This final proposal needs to be fine-tuned enough to be posted as an approval poll. And then a request is made to the Judiciary for a formal Judicial Review of the Amendment.

Most of this is in Article N of the Con and Section N.1 of the CoL. What else are you looking for Lord Civius?

I think he means the legislative process beyond amendments to the constitution or code of laws. As I see it the assembly can organize themselves however they want. You could in theory create a "Assembly Procedures", which could be voted upon, although thats probably taking it a little far.

In past demogames the assembly has not really been restricted with legislative rules and such that you would see in say the United States Senate. Adding rules could add some roleplay value however it would also make things more complicated.

The citizens are given much more responsibility than just proposing ammendments. I was looking to see if the Assembly wanted to organize. Since we have the power to declare war and mobilization, recall elected officials, create new laws and Amendments. We could also more efficiently represent the Will of the People" from Article J of the Constitution. I have no problem with the system as is but an Assembly House would add some rp as well as organization to the process.
