Welcome to the Governor's Rock. It's not quite as big as the one the judiciary has but it'll do.

Here are the current laws regarding use of this rock:
Constitution:Article I. Governors
Governors are responsible for the well-being of the Provinces of Fanatikos. Each Province will have its own Governor. Each Governor is responsible for the care, management, and use of Province/Cities they control.

Each Governor may also setup a civic government for the cities they control in any manner they see fit that does not conflict with Fanatikos laws.

The Governors are also responsible for choosing a President should an election cycle complete with no citizen elected as President.

Discussions on city placement will be initiated by the Domestic Leader. Any citizen may post their opinion on any location. Names for all cities will be chosen by the Governor of the Province the city resides in. Alternatively, a discussion for naming a city will be lead by the Governor.

Section H.2 Deputies
All Executive and Governor positions will have a deputy. The Deputy is permitted to conduct the affairs of the office as directed by the elected official, or during a planned Absence of the elected official. If no instructions have been posted for an office within 24 hours of the upcoming Game Session, the deputy for that office may post the official instructions for the office.

The Judiciary does not use deputies. In the event of an Absence, a pro-tem justice(s) may be appointed by the Chief Justice (or Judge Advocate if the Chief Justice if absent) and confirmed by the President and the remaining justice if not also absent.

If both the Chief Justice and the Judge Advocate are absent, the Public Defender may appoint pro-tems to the other seats, with Presidential approval.

Section I.1 Gubernatorial Election of a President
The Governors are responsible for choosing a citizen to serve as President if an election cycle completes with no citizen elected to the office of President. A Governor will create a thread for interested citizens to post in, and be questioned by the Governors. 3 days after the creation of this thread, the Legislature will vote amongst all interested Candidates via Private Poll. The citizen receiving the most votes is elected President. If more than one citizen ties, a run-off election will be held between only those citizens.The first order of business is to find a deputy. Any volunteers?

It would appear from reading the laws that the Governor is responsible for determining the will of the people regarding city names, city builds and use of city laborers (use of specialists and tiles). As governor I am also empowered to set up local governments. What I'd like to do is have all citizens reside in a city of their choice. The citizens of each city will choose a mayor from among themselves. I will delegate the governor's authority over that city to the mayor. He or she will be expected to create and maintain a dedicated city thread and to provide the governor with a build queue and tile/specialist useage for his or her city as well as worker requests (which the governor will forward to the President). The idea is to have the citizens of each city control their own city. The governor reserves the right to fulfill the mayor's duties if the mayor fails to do so. To begin we'll all be citizens of the capitol city (once we build it). I think we should jump right in and find a mayor for our first city. Nominations can be made in this thread and I'll post a poll if we get more than one nominee. I'm not going to post a deadline for nominations yet but reserve the right to do so once we get rolling.

OK, that's three candidates for mayor. Let's give it another day or so to see if anyone else wants to throw their hat in the ring. In the mean time I'll start a thread so the candidates can tell us all why they'd make a good mayor. I'll appoint a deputy governor after the mayoral election.

Once we have multiple provinces each governor will be free to set up (or not set up) local governments. What I see my role as during this term is, first, to ensure build queues and other relevant instructions are posted in the game play instruction threads. I will consolidate the instructions from the mayors and also act as back up if they do not supply instructions. I also see a role as mentor to the various mayors in the province. You can see I have big plans for the province since I'm already talking about mayors.

Having mayors will allow me, as governor, to concentrate on the interests of the province as a whole. During the first term we will be beginning our discussion of provincial boundaries and I'd like to take a lead role in that discussion. It will also be quite a busy time just setting up and fostering local governments. To my knowledge these have not yet been tried as I foresee them.

It was a close race but billybones27 squeaked out a victory in our first mayoral election.

The next order of business is to appoint a deputy governor. I have pmmed some potential candidates and will make the appointment soon.

If there isn't enough population to feed the settler, switch it with the warrior in spot number three.
If pottery is not researched by spot number four, switch it with the temple in spot number five. if it is still not researched by spot number five, switch it with a settler.

um, i made a mistake when writing the alternate paths. if we can't have a granary by spot five, we switch it with a worker, not a settler.

civplayah, please start your own Term 2 thread. You don't need to use donsig's Term 1 thread. Everytime you are elected to office, you are entitled to start your own office thread. Feel free to design it as you wish.
