I've downloaded PakBuild but it says it opens .fpk_layout files and when I try to open .fpk files with it says it can't open them.

Go to PAk -> Unpak to extract the files. It can't open them like a zip is has to extract the whole thing to get any file out of the pak.

One thing i noticed also is that it wont work correctly if in a different file for some reason, but as soon as i put it in the Program Files/Firaxis Games/Sid Meier's Civilization 4/ _ _ _ (next to all the shortcuts there.) Might just be me.
