Can I make a civ start out with more than for advances:confused:.

Not sure, but looks like four is the maximum.

Depends. If you are making a scenario, you can assign techs to a civ on the players tab in the scenario properties window of the editor. This requires that you assign each player to a civilization, and that each civ must have the "human player" tab checked if you want the civ to be a possible playable civ.

I found the players tab but can't edit techs

You also have to uncheck "Civilization defaults" which allows you to override settings that are otherwise determined from the Civilizations tab of the rules editor.

Do it in Civ3qEdit

Scenario - > Custom Player Data
Scenario Properties -> Player -> Check civilization Default

Note: Delete all leader name there, Initial era (Ancient)

And if you want to have, for example, construction, monarchy, writing, alphabet and philosophy, all you need is monarchy and construction because when you select a tech with prerequisites, then they all are done for that civ as well.
