Result:
1.get 0.5*default number of players for this world size+1 conscript units (4 for standard)
2.build the shrine for your state religion
3.spread your state religion to default number of players for this world size cities (7 for standard)

I already had it once. Was already in war with monty, that had founded budhism. Used the shrine option. It was worthy since budha was the main faith of that continent ;)

I've had it. I was Shaka, mansa had a holy city that I already had my eyes on.

I've had it too. I was Darius and attacked Justinian. I choose the first option only because the shrine was already built and I didn't have 7 cities (only 4 actually, and three of them already had the religon).
