HM is not so rude as to offend someone by saying that she was offended. There are several reasons why you are not allowed to touch the queen:

1) Her Majesty has been Head of state for longer than Obama has been alive and it is not appropriate, in western culture, to touch your superiors. If you met the president, would you start hugging him?

2) Michelle had no reason (to my knowledge) to think HM wanted to be touched or be so friendly to her.

3) This happened in HM own residence and if she had wanted physical contact, she would have made the first move.

4) HM is appointed as Monarch by God and it is not appropriate for commoners to touch such a representative.

Touching people you've only just met is rather forward. Furthermore, she has a husband already. She must have annoyed him immensely by touching the Queen. And a meeting with a foreign head of state is not the time or place to play such games with one's husband.
