As to my latest version, the UHV for France says 'Colonize Louisiana etc.'. Which areas in RAND count as these? How much cities do I have to build? And where (NW, Africa)?

Check the atlas in Rhye's and fall wiki, for a link write in google "Rhye's wiki".

Update RAND. The latest version says to build 7(?) cities in the New World.
