Health has to be above yuks, or equal at worst.
But does it matter if it's one about or ten? Same question with happiness.
As long as your + is one or more above your -, that's all you need, right?
I'm wondering if there are any benefits to have health way higher than sickness, or if you're one above, good enough.

They can be equal, but you're right, no benefit from surplus goodness.
(Conceivably there might be some BTS special events which only trigger if you have surplus health or happy. I haven't checked and don't remember. But it wouldn't be worth forcing yourself to have surpluses just for that.)

I don't think there is any benefit to being way under the happy or healthy cap. That's really just room to grow. I suppose you could trade away the resources that have raised your caps so high.

I'd rather built say, something that increases production, or research, than waste my hammers on more happy faces that aren't needed. I wanted to make sure that was not a bad philosophy.

For build priorities, you are correct. Wait until you will need the extra happy before you build that building, especially if there is another build that you can use sooner. (If the city is growing fast, sometimes I have to put happy higher on the build list. If not, that temple may take some time before it reaches the top of the queue.)
