So in world builder there is an option to lay down territory. When I expand my territory with this and complete a turn it goes away. Does any one know why it dosnt stay down and if there is a way to fix it!

Have you put 'CheatCode=Chipotle' into the Civ4 Config file? That helps with various Worldbuilder problems.

There isnt an easy way to do this. Borders are redrawn every turn based on cities and their culture.

To change your borders place cities and change your cities culture (both of which can be done in the worldbuilder).

I have no idea why Firaxis added the border feature. The only thing it's useful for is inducing city flips.

Being inside or outside another civilization's culture border affects loads of game mechanics.

But any borders placed don't stay. They don't even affect the first turn of any scenarios made, as the borders are recalculated when the game starts. The only permanent changes that can be made are flipping cities (would have been easier to put an owner field on the edit city display).
