Can someone clarify the mechanics for Breed New Goods, this is the ability discover new plant/animal resources.

Meaning...
Can it be cast on any terrain type?
Can it be cast on already "improved" tiles?
If cast, do you always discover something? i.e. 100% chance

in my game play so far. there is no "cost" to Breed New Goods in terms of $ or loss of the Farmer.

I agree, the requirements are quite cryptic.
So, for both, you need to be outside city and inside your borders. Then, you need to be on the right terrain. For prospecting it is any kind of hills, for breeding grass, plains or wetland I think. I need to enabkle iyt on any farm, so that illians can use it, too.
The last requirement which was introduced to disable bonus on every tile, as arcticnightwolf said there mustn't be any resource one plot up, down, left and right. Water resources do not count, so it might be a bit easier to do the search at the sea side. Also, even invisible resources count (i.e. patrian artifacts).

For me breeding works only on forested hill (with no resources on plot and on plot up, down, left, right)...

that's weird, I am pretty sure that's not what is supposed to happen, can you post a save?

eh... my mistake ... I didn't know, that there were Patrian Artifacts ... (( how i hate them - they are everywhere! ))

Excellent question... I have absolutely no idea how they work whatsoever.

I build a Prospector and he can't ever use his ability.
I build a Farmer and I ONCE got him to check an irrigated farmland next to a city and a river (also around some other resources: Pigs and Horses) and he managed to discover some regents and a spider which proceeded to attack the Hunter I had guarding him. The hunter was victorious.

I love patrian artifacts. But I play Scions mostly so that comes by default, kind of.
