9 GG's is really many, i doubt it is possible without Imp.
but i think it is not a special strategy that would allow you to make a super-promoting city.
just stack all your gg's into one city.
WP would help too, but it always seems to me a waste to build WP in a city with many gg's.

So the bonus exp that Great Generals provide can stack? Never knew that...

Most definitely, it's WONDERFUL.

A quick tangent, what is the mod being used in the SS, I've noticed a lot of players using it and I'm interested in what it is.

BUG...You can find it here on the site.

As for the stacked GGs, combine that with CHA like Cyrus and you have ridiculously powerful units right out the gate.

Is it worth it to put 9 ggs in a city? Definitely not. Is it worth capturing a city with 9 settled GGs? It is.

Wow, a Great General softball team in a city surrounded by commerce improvements.

My guess is that a planned distribution of your generals among your military pumps would be more effective than stacking them all together, because of the diminishing returns on XP. Can the concentration of other specialist modifiers swing the difference?

GGs are precious. 1 settled GG early can help a lot with BC wars. 2 settled GGs+Barracks+Stable+Theo gives 3 promo mounted units. And you suffer huge diminishing returns for additional settled GGs given the non-linear promotion XP requirements.

In a Normal Game, I would never consider settling more than 2 GGs in any single city. Military Academy is the much better option to spend GGs on.

Siege is the king of war in Civ4, with a good army mixed with Siege, your non-siege units can pick up XPs easily on the battle field, so having higher production capacity will win your wars much easier and faster than having fewer but marginally better troops.

Perhaps only if you're running Rep and the city has science buildings...
