Hi, i just install Civilization Iv and also a few New civilizations from this site, i need to know where i need to installs this news civs so i can use in game. For Examp i download the North and South Korea civilization and i see that have one folder that said "Assets" and another "North and South Korea.ini"

Welcome to CFC, system32. :) You might want to check out the Tutorials subforum, as that should have some guides to follow. Or, consult a readme text file inside of your downloads.

Adding a new civilization is one of the most complex things to do in terms of XML modding. At least it takes me the most time.

Now personally I recommend adding a new unit first to get familiar with the XML, and how it works. Much easier place to start out. Of course this isn't necessary, feel free to simply dive into adding a new Civ, I just think it might be a bit overwhelming (plus you'll probably want to add in a UU anyway, and if so, adding the unit is a good place to start):
