Maybe I’m far of target here but is it so that the game favours some special leaders when you start a game with random leaders (as opposition)? Because, at least in my games, all the familiar faces pop up when I start exploring. MONTY, check; PACAL, check; ALEXANDER, check; ELIZABETH, check; HUYANA CAPAC, check; ISABELLA, GILGAMESH, TOKUGAWA, WANG KON and CHARLEMAGNE, check and so forth.
These fellas and some others seems to allways be in my games but I can’t even remember when I saw the face of Napelon, Victoria, The Caesars or Abraham Lincoln. Selective memory or what?

Definitely Lincoln. I 've played for 1 year and face him less than 10 games.

I'm pretty sure its just luck
I see a fair bit of Napoleon and Julius Caesar, rarely see Pacal, Wang Kon and Charlemagne
Given that theres an equal chance of any civ appearing leaders from civs with multiple leaders should be the least often seen

actually ... thats something i've wondered about
when playing with random civs, whats then chosen first ... the civ (the more leaders the rarer each leader would be) or the leader (the more leaders the more often the civ would be there)

Maybe it suffers the same bias as the religion propagation feature (advantage because of XML file order). But one would need to check the code to find that out.
