After further review we can't allow this purchase for the NGEG. There is no business or role playing need for a culture group to purchase a land tile. It is being recorded as a purchase for Grandmaster.

In fact, just to make sure he does get it I am purchasing tile 1/0 myself and will then make a gift of it to SAAM. (I'm such a push over :( ).

In doing my bookkeeping, I've come across a small glitch in the Das Swhweize Alpenhaus transfer. Neutral Leader gave me the company, which is a ski resort, in its entirity, but neglected to mention the Land Tile its located on. The business is such that it can't be transported, in fact it needs the Tile to exist.

I am requesting a clarification of Title on this Land Tile, 0/-1, in hopes of securing this as my property. As NL has pretty much left the Demogame, I believe he has relinquished ownership.

As I am here, I would also like to inquire about the possibility of obtaining a large percentage of NL's bank account to upgrade the Alpenhaus to a more "modern" facility. Upkeep is also a factor here. With winter on the way, Improvements must be done.

Neutral leader has left the demogame and RPG (http://forums.civfanatics.com/showthread.php?threadid=34781) and his RPG assets must be distributed or abolished. The only part of his property that he specifically distributed is the ski resort going to Cyc. As he quite obviously wants Cyc to have the business, it follows that he wants him to be able to run it, enjoy it and profit from it. Were the land tile to go to another player or be put up for general auction or sale, Cyc's ability to run the business would/could be compromised. Therefore, the Land Office interprets neutral leader's will to indicate Cyc should gain posession of tile 0/-1. This will be transfered today when I update the map.

As neutral leader's sole designee and lacking any familial claims to his fortune, I think Cyc has the strongest claim to the departed's cash assets as well. The Land Office has no jurisdiction there but would support the claim in spirit. AP&N might be able to help there. ;)

That seems rather arbitrary Shaitan. Shouldn't gunning1 have a chance to raise the cash he needs? He does have assets. I'm not sure which bank he uses but if he was still a customer of the BoF (as I was) then it is not fair to give him the shaft when we've had no word in a dog's age about the status of our accounts.

After an account goes to a certain point, the bank isn't going to keep paying out on it. gunning1 was at well over a grand in debt from a massive purchase of stocks at auction. Since the transaction was refused, the sale was never completed.

I might be more lenient but he himself had posted in the BOF thread that he better stop spending so much money and that comment was before he purchased the land tile.

Sorry, gunning, but no. You are 1400g in debt. If more of your purchases (including this one) had been processed you would have been almost 2500g in debt. The rules call for seizure and sale of your assets when you do this. Even if the sale had been allowed to go through, the tile should have been immediately taken away from you.

So, what items did I not get, and what are all of my assets, and was the money from shares added to the debt?

The basic idea is:
Land Manager posts the availability
Interested parties PM or post their preferred tiles
After allowing 24 hours to respond, Land Manager sorts the interested parties randomly and runs down the list taking the highest preferred and available property as each player's "turn to purchase" comes up.
At the bottom of the list, turn around and move back to the top doing the same thing.
Players that have never owned a tile will always sort above any player who has owned a tile.

I will post the complete detailed ruleset once the RPG Managers have responded. I don't want to put them up right now because depending on their responses the rules may be changed or even not used at all for this availability and I don't want chaos and confusion in the office.

@Cyc - Understandable, but with whole new systems it is a lot more efficient to get the basics in place and then refine with wisdom born of experience. That's how the RPG has evolved so much faster than DG1 did.

@SAAM - The map was posted this morning. The quality is my fault - Donovan's was a fine looking beast. I had to chop it down to get within the file size limits and was without my graphics PC today. Donovan will be handling the maps this availability and I'll be doing the paperwork.

No excuse, Mr. President. The basics are in place. We have been using them since Land sales began. IF you want to modify them, then lets discuss them. There will not be a lot more of these land sales available. I suggest your do it the right way. It seems you're trying to restrict the last of the Land Management transactions in a covert way. It definitely does not look like the proper thing to do.

Contrariwise, as this is a large offering I very much want to use it to prove out the new system and get it tweaked before I resign as Land Officer. Future land availabilities will be as large or larger. With a large number of cultural buildings queued we will tend to have a large number of simultaneous border expansions from culture. My only goal here is to get a simple and workable system in place before I retire.

I think you'll need to wait for shaitan now. It appears the rules are now changed to a lottery style so we won't even know how to buy land.

I'll post the rules first thing in the morning (don't have them with me). There will be 24 hours to respond so there's no time crunch. To get ready, look at the available tiles and figure out which five you will try for.

The new rules are now in force and this availability is declared open. Available tiles are listed in the second post of this thread. Each player may select up to 10 tiles for this availability. You may post here or send me a PM with your selection. In the event my PM box overflows you may email your selection to FanatikaLand@yahoo.com.

The new rules are updated in the Rules thread and are reproduced here for your convenience (the new stuff is under "Tile Purchase Procedure":

Purchasing Restrictions
Non-real estate companies may not purchase tiles unless they have a business need for the tile. These companies must then be headquartered on the purchased tile.
A player or company must have a presence in the province in order to purchase a tile. For players this means they must own a home in the province. Companies must have a business center in the province. A tile may be purchased at the same time that a home or business presence is purchased for a player/company to create a presence in that province.
The tile that a city resides on cannot be purchased.
There will be no presales or reservations for any tile.
Only tiles within Fanatika’s cultural borders may be purchased.
To buy a water tile you must own land that abuts it on at least one side (no corners).

Tile Purchase Procedure
New tiles will generally become available the day after the chat where our territory expands. A post will be made specifically opening these new tiles for sale.
There will be a 24 hour period for interested purchasers to reply.
Each person replies with the tiles they want in their order of preference.
Number of tiles each person can list is total available divided by 5.
The player must have enough cash on hand to purchase all of their listed tiles or their bid is disqualified.
Purchase list is arranged randomly except all players that have never owned a tile are above all players who have owned a tile.
Purchases are conducted by going down the list with each player receiving their top available pick.
At the end of the list the same procedure is followed in reverse order (bottom to top).
This continues until all bespoken tiles have been purchased.
A new availability with all water tiles is then posted.
Players may list all water tiles they are eligible to purchase, in their order of preference.
As above, the player must have enough cash on hand to purchase all of the tiles they list or their bid is disqualified.
Any tiles that were not purchased because they were not listed by a player are held over to the next availability.


So if it gets down to your turn and your first and second choices have been taken, you will get your third choice. When it gets back up to your turn again you would get choice four if it was still available or choice five if four was taken, etc. If all of your choices have been taken you don't get any more tiles.

This system allows every person the same chance to get tiles. It favors people who go for less desirable tiles as they have a better chance of getting them. It still puts the people who have never owned a tile at the top of the list. It totally removes the "clock watch and pounce" problem and any advantage the Land Officer may have. It also removes any unfairness caused by time zone issues.

As BCLG100 has already stated his intended tiles I will PM him my choices now. That way nobody will have to worry that I'm making my choices after I see what everybody else has selected.

The single tile restriction was an editing error by me. It has been removed.
As of the launch of this availability there is still only a single province. For future availabilities when we have more than a single province a citizen will need to meet the requirements of having a presence in any province they wish to buy a tile in.

This looks like a very workable system and was pretty easy to do from my end. I would like any opinions or suggestions from anybody who has them.

One thing I found that must be changed is the money restriction. It is simply too time intensive to try to cross check each person's choices with their bank account. Instead of the up front cash restriction I would like a simple back end restriction - If you "win" tiles that you do not have enough cash for, your purchases in that lottery are cancelled and the tiles go back up in the next availability. Do it twice and you'll be banned from the next availability.

Well, I'm happy with the selections I was lucky enough to score. I'm not sure how well the entire process went, but it was painless for me. I also have 2 very good tiles. Thanks Shaitan.

It worked well from this end. With the old system this would have taken several days to complete (due to the necessary limit on tiles/day).

@gunning1 - Within the next day. If BCLG100 also responds with a desire for the tile it will be a random lottery to determine which of you get it. If he doesn't respond, you will get it.

Sorry, but there is nothing left availabe right now. The next time they will be available, the way to buy them would be to post the top tiles that you like that are available, or PM Shaitan. It is some kind of a lottery who gets them. If there are a lot of tiles, you most likely will get one, but if there aren't very many, you may not get any. I have no idea how they decide who gets what tile if there aren't too many. Maybe whoever is first to ask for it? I'm sorry if this isn't too good of an explaination, but maybe someone can give you a better one later. :)

The order that people submit their tile preferences has no effect on the lottery. As long as you get your preferences to me in this thread or by PM in the 24 hour submission period you have the same chance as anybody else.

Almost anybody else, anyway. Players who have never owned a tile will always place above players who have owned a tile.

From this point on we are working with multiple provinces. Remember that you MUST have an established presence in each province that you wish to buy tiles in. Unless you have built a home in the territories covered by the new provinces you will not be able to purchase tiles in them. The majority of people have homes only in the capital city of Bavaria.

The restriction that a player must have enough cash on hand for all the tiles they wish to list has been relaxed. The changed rule is:

The player must have enough cash on hand to purchase all of the tiles they win in the lottery. If a player cannot afford all of the tiles they have won, all of their awarded tile sales are cancelled and these tiles will be reoffered to the general populace in the next availability. If a player does this two or more times they will be banned from the next land tile availability each time it happens.

This was done for two reasons. First, it's very difficult and time consuming to check the sum cost of every player's wish list of tiles and then check that against the current bank balance post. Second, there is an extremely low statistical chance that a player could win every tile they request so there is no need for such strict controls.

One more thing: I have recently banded together my tiles in the vicinty of Bremershaven, and designated them the Kingdom of Doughnutia. A labelling of those tiles in that manner would be appreciated.

It's not based on date posted. I believe it is done randomly except for that those who haven't ever owned tiles get moved up automatically.

Just wait for the next availability to be posted and then choose the tile(s) you want to try for. If you get them it will be posted here. You must have the money to pay for the tiles you are going to buy.
