Not going to copypasta the wall of text, but in summary, Harmonix is making software available for anyone to put their own music into Rock Band, and after review of the song(s) by Harmonix to ensure they meet their quality standards, allow anyone to download the songs at $1-3 per song.
If this works out, this will be huge.
